• Amends the Public Building Commission Act to authorize Public Building Commissions to rent buildings and facilities to not-for-profit corporations and non-profit organizations or associations, in addition to existing governmental entities.

• Defines "not for profit corporation" as an Illinois corporation organized under the General Not For Profit Corporation Act of 1986 in good standing with the State and holding tax-exempt status under Section 501(c) of the Internal Revenue Code.

• Defines "non-profit organization or association" as any organization where no part of net earnings benefits any private individual.

• Takes effect immediately upon becoming law.
