IL SB1897

Amends the Illinois Procurement Code by adding Section 45-85 to create a preference for data processing and hosting service contracts.

Allows qualified bidders who will employ exclusively Illinois residents to receive preference over other bidders, provided their total contract price is no more than 15% greater than the lowest responsible bid.

Applies to State contracts awarded to the lowest responsible bidder for data processing, hosting, or related services.

Defines covered services to include application hosting, data storage, data entry, electronic data processing, imaging services, optical scanning, and related computer services (excluding payroll and financial transaction processing).
