Requires the Governor's Office of Management and Budget to establish a "Dedicated Fund Tracker" database on its website by July 1, 2014, accessible to the public.

Database must display the current balance of each special fund in the State treasury and track all transfers from those funds via sweeps, administrative charge-backs, or other fiscal maneuvers, including transfer dates and destination funds.

Requires the Office to post proposed budget maneuvers in the database that will result in transfers from special funds to other State funds.

Database must be updated at least monthly and capable of generating reports showing fund transfers on a monthly, quarterly, and annual basis.
