Post budget data online beginning with fiscal year 2015 budget: Governor's Office of Management and Budget must publish all tables, charts, and quantitative data used in proposed State budgets in commonly-used spreadsheet format on publicly accessible website.

Establish geographic information system on GOMB website to display State revenues and expenditures by ZIP code, county, legislative district, and representative district, including economic development projects and tax expenditures.

Create Governmental Transparency Task Force with 14 members including appointments from Governor, Senate President, Senate Minority Leader, House Speaker, House Minority Leader, a taxpayer representative, and the Directors of Revenue, Comptroller, and Treasurer to serve ex officio.

Task Force must study proposals to make Illinois the most transparent and publicly-accessible State budgeting process in the nation and report findings to Governor and General Assembly by January 1, 2015.

Task Force members receive reimbursement for actual expenses only with no salary or other compensation, and the Task Force automatically repeals on January 1, 2016.
