SB1910 Summary

• Amends the Illinois Public Labor Relations Act to modify definitions of "public employee" to include certain engineering and technical positions at the Department of Transportation certified in bargaining units on or before the effective date.

• Adds mental health administrators in the Department of Corrections (Public Service Administrator Option 8K), Inspector General office employees in the Department of Human Services (Public Service Administrator Option 7), intelligence deputies in the Department of Corrections (Public Service Administrator Option 7), and Department of State Police employees handling sex offender registry issues (Public Service Administrator Option 7) to the definition of public employees.

• Exempts the listed positions in the Department of Transportation and specified administrators in Corrections, Human Services, and State Police from gubernatorial designation under Section 6.1, preventing them from being excluded from collective bargaining rights.

• Clarifies that the Governor's authority to designate up to 3,580 state employment positions as excluded from collective bargaining does not apply to these specified employee categories.

• Takes effect upon becoming law.
