Amends the Environmental Protection Act to establish a process for the Illinois Environmental Protection Agency to issue beneficial use determinations, allowing certain materials to be managed as non-waste if used beneficially and safely.

Requires applicants to demonstrate that materials have comparable properties to commercial products, have market demand, are legitimately used as effective substitutes for commercial materials, will not contaminate the environment, and protect human health and safety.

Beneficial use determinations are valid for up to 5 years and materials maintain non-waste status after expiration if use remains compliant with determination terms.

Excludes hazardous waste, coal combustion waste, sludge, medical waste, used oil, and fuel-related materials from beneficial use determinations.

Requires the Agency to evaluate applicants' prior asphalt shingle recycling experience before issuing beneficial use determinations for asphalt shingles and permits denial based on violations, felony convictions, environmental crimes, or gross carelessness in handling shingles.
