Vehicles displaying disability parking decals or registration plates are exempt from parking meter fees beginning January 1, 2014, and exempt from most time-limited parking restrictions, except those of 30 minutes or less.

The Secretary of State shall issue a separate meter-exempt parking decal starting January 1, 2014, for persons with disabilities who meet specific physical qualifications, including inability to manage coins/tickets, reach 42 inches high, approach meters, or walk more than 20 feet.

Meter-exempt decals require physician, physician assistant, or advanced practice nurse certification that the applicant's disability is permanent and meets the physical qualifications listed in the bill.

Parents or guardians of disabled persons under age 18 who cannot drive are eligible for meter-exempt decals without meeting the other physical qualifications.

Replacement decals for lost, stolen, or destroyed decals cost $10, though the fee may be waived for recipients of grants under the Senior Citizens and Disabled Persons Property Tax Relief Act.
