Creates the School Security and Standards Task Force within the State Board of Education to study school security, make recommendations, and draft minimum standards to improve school safety and create a safer learning environment.

Task Force membership consists of 14 members including legislators, state education officials, law enforcement representatives, school administrators, security professionals, and architects/engineers with security expertise.

Task Force shall gather information on current school security, receive testimony from stakeholders, create minimum security standards covering physical structures, staffing, communications, equipment, policies, and emergency procedures.

Requires Task Force to submit two reports by January 1, 2014: one to the General Assembly and Governor on recommended legislative changes, and one to the State Board of Education on model security plan policies for schools to use as guidelines.

Amends the Freedom of Information Act to exempt the Task Force's report to the State Board of Education from public disclosure and adds new exemption (hh) protecting school security reports from FOIA inspection and copying.
