IL SB1941

Establishes the Uniform Electronic Legal Material Act to govern the publication and authentication of Illinois legal documents in electronic form, including the state constitution, statutes, administrative code, agency decisions, and court rulings.

Requires official publishers of electronic legal material to designate electronic records as official and authenticate them using methods that allow users to verify the record is unaltered from the published version.

Grants authenticated electronic legal material a presumption of accuracy, with the burden on any party challenging the authentication to prove by preponderance of the evidence that the record is not authentic.

Mandates official publishers preserve electronic legal material with provisions for backup, disaster recovery, and continuing usability while ensuring permanent public access.

Requires official publishers to consider standards from other jurisdictions, national standards bodies, user needs, and compatibility with other states' systems when implementing the Act's authentication, preservation, and access requirements.
