Appropriates $32,874,100 to the State Board of Elections for ordinary and contingent expenses across multiple departments including Administration, Elections, General Counsel, Campaign Disclosure, and Information Technology.

Allocates $12,564,800 to Elections division for personal services, retirement contributions, contractual services, and specific purposes including $2,300,000 for Election Day judges' compensation and $6,150,600 for local election jurisdiction support.

Reappropriates $14,900,300 from the Help Illinois Vote Fund for implementation of the Help America Vote Act of 2002, including $9,300,000 for distribution to local election authorities and $3,600,000 for the Statewide Voter Registration System.

Includes funding for development and implementation of statewide voter canvassing operations and reporting system project mandated by Public Act 95-0699 at $615,000.

Effective July 1, 2013.
