Extends the repeal date of Section 13 of the Energy Assistance Act from December 31, 2013 to December 31, 2023, unless renewed by the General Assembly.

Maintains the Supplemental Low-Income Energy Assistance Fund, which receives monthly Energy Assistance Charges assessed on electric and gas utility customer accounts.

Establishes monthly charges of $0.48 per account for residential electric and gas service, $4.80 per month for small non-residential accounts, and $360 per month for large non-residential accounts.

Requires utilities to remit collected Energy Assistance Charges to the Department of Revenue by the 20th day of the following month for deposit into the Fund.

Allows funds to be used for utility bill assistance, weatherization services, and program administration, with annual weatherization and administrative expenses capped at 10% of collected amounts.
