Deletes provision that an information or indictment for deadly weapons violations need not state or negate any exemptions contained in the Deadly Weapons Article of the Criminal Code.

Removes the requirement that defendants bear the burden of proving they qualify for a weapons exemption.

Changes the burden of proof so prosecutors must affirmatively prove lack of exemption rather than defendants proving entitlement to an exemption.

Takes effect immediately upon becoming law.
