Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act to add a new definition of "material testing" encompassing hand coring, drilling, concrete and asphalt inspection, weld inspection, and related field testing activities.

Establishes mandatory requirements for bidders on material testing contracts to be considered responsible bidders, including proof of Illinois business authorization, prevailing wage compliance, and equal employment opportunity compliance.

Requires bidders to provide evidence of valid Federal Employer Identification Numbers or Social Security Numbers, workers' compensation insurance with specific documentation requirements, and participation in approved apprenticeship programs.

Mandates bidders furnish surety bonds compliant with the Public Construction Bond Act and disclose any professional license suspensions or revocations of the bidder or company officers.

Makes all required documentation a material part of the contract with disqualification as the penalty for non-compliance, and exempts federally funded construction projects if compliance would jeopardize federal funding.
