Department of State Police must approve or deny Firearm Owner's Identification Card applications within 30 days of receipt.

Qualified applicants are entitled to a card upon payment of a $10 fee, with exemptions for active duty military, Illinois National Guard members, and U.S. Reserve Forces members.

Fee distribution: $6 to Wildlife and Fish Fund, $1 to State Police Services Fund, and $3 to Firearm Owner's Notification Fund for expiration notices.

Department must mail a notarized receipt to applicants confirming receipt of their application or renewal.

If the Department fails to approve or deny an application within 30 days, the notarized receipt serves as a presumptively valid Firearm Owner's Identification Card until a final determination is made.
