Amends Section 115-5 of the Code of Criminal Procedure to allow live testimony via audio and video transmission from outside Illinois in criminal sex offense prosecutions (Article 16 or 17 crimes).

Permits witness testimony to establish foundational requirements for business records as evidence when the moving party provides reasonable notice and the court finds good cause after a hearing.

Requires appropriate safeguards to protect the defendant's right to cross-examine witnesses testifying remotely about business records.

Maintains existing prohibitions on using business records as evidence in hospital/medical records and investigative documents, with a specific exception for probation revocation hearings involving technical violations when the defendant has moved counties.
