SB1969 Summary - Amendment to Firearm Owners Identification Card Act

• Lowers the minimum age for firearm ownership from 21 to 18 years old, while requiring written parental consent for those under 18 years of age

• Adds requirement that applicants under 21 years of age must never have been convicted of a misdemeanor (other than traffic offenses) or adjudged delinquent to qualify for a card

• Adds "adjudicated as a mental defective" as a new disqualifying ground for card denial or revocation, and removes requirement that mental institution patients must have been admitted within past 5 years before becoming disqualified

• Provides relief for active law enforcement officers denied cards due to mental health institution admission if the officer did not act in a threatening manner and seeks mental health treatment

• Requires applicants over 18 to provide Illinois driver's license or identification card number; non-resident law enforcement officers and military personnel must provide their home state identification numbers
