Amends the Illinois Educational Labor Relations Act by making a technical change to Section 1 concerning the Act's purpose and public policy.

Removes one instance of the word "the" from the opening sentence of the policy statement, changing "the the public policy" to "the public policy."

Maintains all substantive language regarding the Act's goals of promoting orderly labor relations between educational employees and employers, regulating collective bargaining, and establishing dispute resolution procedures.

Recognizes differences between educational employees and other public employees based on unique work calendars and duties, requiring specialized statutory regulation of collective bargaining.
