Amends Section 5-120 of the Code of Civil Procedure regarding costs and attorney's fees in appeals.

In successful appeals of adverse decisions by units of local government under Article III, the court shall award the plaintiff all reasonable costs, including court costs and attorney's fees associated with the appeal.

When the court finds a local government decision was clearly erroneous or that due process rights were abridged, the court may award the plaintiff all reasonable costs for the entire case dating back to the inception of the administrative proceeding.

Maintains existing provisions that appellees recover costs when judgments are affirmed or appeals dismissed, and appellants recover costs when judgments are reversed.
