IL SB2144

Amends the Illinois Insurance Code to create a limited lines producer license for insurance navigators who advise qualified individuals about health plans through the Illinois Health Benefits Exchange and other state and federal health programs under the federal Affordable Care Act.

Requires insurance navigators to complete training on the Illinois Health Benefit Exchange, accident and health insurance business, and relevant state and federal programs before obtaining a license.

Prohibits insurance navigators from receiving direct compensation or personal economic benefit for assisting individuals with respect to any particular health benefits plan.

Maintains existing limited lines producer license categories for travel insurance, industrial life insurance, legal expense insurance, health maintenance organization enrollment, and car rental insurance.

Section is scheduled to be repealed on January 1, 2017.
