Appropriates $12,500,000 from the General Revenue Fund to the State Board of Education for the textbook block grant program.

Provides secular textbooks free of charge to students in grades kindergarten through 12 enrolled in public schools or State-recognized non-public schools.

Program currently serves 2.1 million school children and 164,000 educators throughout Illinois.

Ensures students have instructional materials with current information in good working condition.

Effective July 1, 2013.
