Expands military leave rights under the Military Leave of Absence Act to include employees of public institutions of higher education, in addition to State of Illinois, local government, and school district employees.

Employees who are members of reserve components of the U.S. Armed Forces or Illinois State Militia receive paid leave for basic training, advanced training, annual training, and other required military duty, with seniority and benefits continuing to accrue.

During annual training, employees receive full regular public employment compensation; during other training periods, employees receive public employment salary minus military base pay received during those dates.

For employees mobilized to active duty, State employers and public higher education institutions must continue paying regular compensation minus military active duty base pay.

Establishes specific calculation procedures for governmental units to determine daily compensation rates for public employment and military activities, and to calculate proper offsets to employee pay.
