Chief Procurement Officers shall develop a sustainability program for state procurement of freight, small package delivery, and cargo transportation services in consultation with the Illinois Environmental Protection Agency.

State contracts must require transportation providers to report energy consumption and greenhouse gas emissions using generally accepted protocols, including emissions from subcontractors.

Solicitations for transportation services must require bidders to disclose sustainability measures including vehicle idle reduction, multi-modal transportation use, alternative fuels, speed governors, recyclable packaging, telematics technologies, and energy intensity metrics.

State agencies must give appropriate weight to environmental disclosures and sustainability practices alongside price and quality when selecting transportation service providers, and may accept optional carbon-neutral shipping offers with independently verified carbon credits.

Chief Procurement Officer shall adopt rules encouraging state agencies to use the least costly service level or transport mode that achieves on-time delivery while distinguishing between express/air versus ground delivery options.
