Amends Section 4-304 of the Public Utilities Act to add a new reporting requirement to the Commission's annual report beginning in 2014 and every even year thereafter.

Requires the Commission to include analysis of alternative energy sources, cost or savings to consumers compared to current market prices, and projections of new sources or methods that would decrease dependence on non-renewable energy.

Annual reports continue to be filed by January 31 of each year with the Joint Committee on Legislative Support Services, Public Counsel, and Governor, and remain publicly available.

Takes effect upon becoming law.
