Allows judges to issue search warrants based on sworn testimony communicated through electronic means with simultaneous video and audio transmission between the requestor and judge.

Removes the previous requirement that search warrants be sought only for terrorism-related offenses to use oral testimony instead of written affidavits.

Requires judges to record all communication during oral warrant requests using recording devices, stenographic records, or longhand verbatim records, which must be transcribed and filed with the court.

Protects evidence obtained under oral testimony warrants from suppression motions based on failure to obtain written affidavits, except in cases of bad faith.

Requires circuit court Chief Judges to establish local rules for filing, retention, and storage of documents and recordings produced under this section.
