Amends Illinois Vehicle Code Section 11-208.7 to add vehicle operation while soliciting, possessing, or attempting to solicit or possess cannabis or controlled substances as grounds for municipal vehicle impoundment and administrative fees.

Adds vehicle operation in violation of Section 11-204 or 11-204.1 (fleeing or eluding police) as a new impoundable offense under subsection (b)(13).

Municipalities may impose reasonable administrative fees for investigation, arrest, detention, removal, impoundment, storage, and release of vehicles, in addition to towing and storage charges.

Administrative fees are waived upon proof the vehicle was stolen at time of impoundment and must be uniform for similarly situated vehicles, collected by the municipality.

Requires municipalities to provide notice of impoundment within 10 days, conduct administrative hearings within 45 days with a licensed attorney as hearing officer, and allow vehicle release upon payment of all fees unless impoundment is overturned.
