Prohibits smoking on all campuses of State-supported institutions of higher education beginning July 1, 2015, including buildings, grounds, parking lots, and vehicles owned or operated by these institutions.

Defines smoking to include cigarettes, cigars, pipes, hookahs, and nicotine-containing products not approved by the FDA for cessation purposes, with exceptions for Native American religious ceremonies and FDA-approved cessation products.

Requires each institution to establish a community task force by December 31, 2014, create smoke-free campus maps on their websites, and post "No Smoking" signs to communicate the prohibition to students, employees, and guests by May 1, 2015.

Authorizes governing boards to implement disciplinary actions, fines, and appeals processes for violations, while prohibiting discrimination or retaliation against individuals who report violations.

Exempts property covered under the existing Smoke Free Illinois Act and enclosed laboratories used exclusively for medical or scientific research from the smoking prohibition.
