Amends Section 5-4 of the Illinois Public Aid Code concerning the amount and nature of medical assistance provided through the Department of Healthcare and Family Services.

Makes a technical correction by removing strikethrough formatting for the word "The" at the beginning of subsection (a).

Clarifies that medical assistance amounts are not affected by payments from the Senior Citizens and Disabled Persons Property Tax Relief Act, certain income distributions under the Illinois Income Tax Act, or donations from fundraisers for serious illness cases (when recipients lack control over the funds).

Establishes community spouse resource allowance at the higher of $109,560 or federal minimum levels, and monthly maintenance allowance at the higher of $2,739 per month or federal minimum levels.

Authorizes the Department to seek spousal support from community spouses for institutionalized spouses receiving medical assistance through court or administrative proceedings, without limits from standard ability-to-support regulations.
