Amends Section 13-214 of the Code of Civil Procedure regarding statute of limitations for construction defect actions.

Actions based on tort, contract, or otherwise against any person for design, planning, supervision, observation, or management of construction must be commenced within 4 years from when the plaintiff knew or reasonably should have known of the act or omission.

No action may be brought more than 10 years after the act or omission occurred, except plaintiffs who discover the defect before 10 years have elapsed must have at least 4 years to bring an action.

Statute of limitations does not apply to actions based on fraudulent misrepresentation or fraudulent concealment, or to actions based on personal injury, disability, disease, or death resulting from asbestos discharge into the environment.

Persons under age 18, with developmental disabilities, or with mental illness are not subject to limitations periods until they reach age 18 or the disability is removed.
