Requires each granted participation goal waiver under the Business Enterprise for Minorities, Females, and Persons with Disabilities Act to be published for public viewing through the awarding agency prior to formal contract award.

Mandates that published waivers include a statement of the basis for granting the waiver and identify the individual who authorized it.

Amends the State Mandates Act to exempt the implementation of these requirements from state reimbursement obligations to local entities.
