Amends the Higher Education Student Assistance Act to expand the Illinois National Guard and Naval Militia grant program for members attending state-controlled universities or community colleges.

Beginning with the 2013-2014 academic year, members with over 10 years of service in the Illinois National Guard receive an additional grant covering tuition and fees for up to 2 more years of full-time enrollment, beyond the existing 4-year grant.

Members who serve at least 5 years and complete 6 months of active duty may continue grant eligibility for one additional year after leaving the National Guard or Naval Militia, provided they have not already exhausted their 4-year exemption.

Members who fail to complete military service obligations must repay the grant amount prorated by the fraction of service not completed, plus reasonable collection fees; repayments go to the National Guard and Naval Militia Grant Fund.

Grants are entitlements that institutions must honor without conditions other than maintaining minimum grade levels and satisfactory student loan repayment records.
