Extends the sunset date for design-build project authorization in the Public Building Commission Act from June 1, 2013 to June 1, 2018, allowing commissions to continue using design-build delivery methods for public projects.

Allows design-build contracts entered into or procurement commenced before June 1, 2018 to remain effective beyond the repeal date.

Increases the cap on design-build project spending from 25% to 50% of total construction budget spending in a fiscal year for any commission.

Requires commissions to issue written determinations justifying design-build procurement based on factors including time/cost savings, project suitability, and comprehensive scope definition.

Mandates annual reporting to the General Assembly on minority and female-owned business enterprise utilization on design-build projects.
