Appropriates $599,005,700 from the Education Assistance Fund to the University of Illinois Board of Trustees for fiscal year ending June 30, 2014, covering personal services ($521,317,900), Social Security and Medicare ($9,737,100), group insurance ($24,893,200), contractual services ($37,000,000), and awards and grants ($6,057,500).

Appropriates $45,000,000 from the General Revenue Fund for University of Illinois Hospital operating costs and expenses.

Appropriates $15,826,500 from the General Revenue Fund for Prairie Research Institute operating costs and expenses.

Appropriates funds from specialized state funds for specific university programs: $750,900 for Hispanic Center for Excellence, $308,200 for Dixon Springs Agricultural Center, $1,173,200 for Public Policy Institute, $328,500 for College of Dentistry, $3,523,700 from Fire Prevention Fund for Illinois Fire Service Institute, and $250,000 for scholarship grants.

Appropriates additional funds from specialized sources including $200,000 each for emergency mosquito abatement and mosquito research, $500,000 for hazardous waste research, and $500,000 for pharmacy practice education programs at College of Medicine at Rockford; takes effect July 1, 2013.
