Prohibits tanning facilities from permitting anyone under 18 years of age to use tanning equipment, regardless of parental permission.

Defines "tanning equipment" as devices emitting ultraviolet (UV) radiation with wavelengths between 200 and 400 nanometers, including sunlamps, tanning booths, and tanning beds.

Exempts phototherapy devices used under physician supervision, personal residential devices, non-skin irradiation devices, and spray-on or sunless tanning products from the age restriction.

Requires tanning facility operators to have trained personnel on-site who must collect medication information, provide protective eyewear, monitor facility temperature (not exceeding 100 degrees Fahrenheit), maintain dry floors, and provide written health warnings to all users.

Mandates operators sanitize all sunlamp equipment and protective eyewear between each user and post warning signs about radiation risks and skin cancer.
