Grants priority enrollment to active service members and veterans at all Illinois public universities and community colleges, including the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

Defines "service member" as an Illinois resident who is a member of any U.S. Armed Forces component, reserve component, or state National Guard and is eligible to receive military educational benefits.

Defines "veteran" as an Illinois resident who previously served as a service member and received an honorable discharge, general discharge, or other than honorable discharge.

Requires boards of trustees to provide service members and veterans with the earliest possible enrollment opportunity that each institution offers.

Applies priority enrollment to all degree and certificate programs once the student's eligibility to receive benefits has been verified by the institution.
