Transfers the entire available balance from the Illinois Violence Prevention Special Projects Fund (#318) to the Illinois State Medical Disciplinary Fund, with no repayment requirement.

Protects moneys in the Illinois State Medical Disciplinary Fund from sweeps, administrative charges, and chargebacks.

Extends the repeal date of the Medical Practice Act of 1987 from December 31, 2013 to December 31, 2018.

Increases physician license renewal fees from $100 to $167 per year for Illinois residents and from $200 to $334 per year for non-residents.

Takes effect immediately upon becoming law.
