IL SB2260

Amends the Lobbyist Registration Act to add requirements for lobbyists regarding conflict of interest procedures and disclosures.

Requires lobbyists to file a written statement with the Secretary of State describing procedures for handling potential conflicts of interest between the lobbyist and their client.

Defines "conflict of interest" as representation directly adverse to another client or circumstances where representing one client may materially limit representation of another client or the lobbyist's personal interests.

Prohibits lobbyists from representing a client when a conflict of interest exists, unless the conflict procedures and exceptions are documented in the agreement between the lobbyist and client.

Exempts lobbyists whose activities are governed by the Illinois Rules of Professional Conduct of 2010 from these requirements, though they must file a statement to that effect with the Secretary of State.
