Amends the Illinois Governmental Ethics Act Section 3-203 to require legislators who take official action despite a conflict of interest to file written notice describing the conflict with the Secretary of the Senate or Clerk of the House.

Requires the Secretary of the Senate or Clerk of the House to forward copies of conflict notices to the Legislative Information System for posting on the General Assembly's website alongside the applicable matter.

Mandates that legislators acting despite conflicts must serve the public interest rather than any private interest.

Establishes a public disclosure mechanism to notify all members of the legislator's chamber of the existence of any conflicts when official action is taken.
