Prohibits legislators from negotiating employment with lobbying entities that actively lobby members of the General Assembly during the legislator's term of office.

Prevents former legislators from engaging in compensated lobbying activities targeting General Assembly members for one year after leaving office, though uncompensated lobbying is permitted.

Extends existing "revolving door" restrictions on former state employees accepting employment from entities they regulated or awarded contracts to within one year of leaving office.

Requires executive branch agencies and legislative leaders to adopt policies identifying positions with authority over state contracts and regulatory decisions, and to notify affected employees of post-employment restrictions.

Establishes a process for Inspector Generals to review and determine whether former employees' proposed employment violates restrictions, with appeals available to appropriate ethics commissions.
