Allows townships and road districts to lease or sell personal property by vote of the township board or request of the highway commissioner, replacing the previous "dispose of" language.

Removes the $2,500 threshold exemption from competitive bidding requirements for personal property sales by townships and road districts.

Permits the township board or highway commissioner to authorize sale of personal property through public auction by a licensed auctioneer or approved Internet auction service.

Changes the authority to declare property surplus from "electors" to the township board or highway commissioner for purposes of selling real or personal property to another governmental body without competitive bidding.

Clarifies that property leased to another governmental body or declared surplus and sold to another governmental body is exempt from the notice and competitive bidding procedure.
