Exempts Illinois landowners and their spouses or children who permanently reside in Illinois from paying the $5 State Habitat Stamp fee when hunting on their own land.

Removes language requiring all applicants for a State Habitat Stamp to pay the fee "regardless of residence or other condition."

Updates pronouns in the statute to include "or her" alongside "his" for consistency.

Maintains the $5 fee requirement for all other applicants who do not qualify for the landowner exemption.

Limits exemption to one State Habitat Stamp per person per license year.
