IL SB2304

Amends the Forest Preserve Zoological Parks Act to clarify that forest preserve districts with populations of 140,000 or more in counties with fewer than 3,000,000 inhabitants may establish and maintain zoological parks.

Authorizes forest preserve districts or zoological societies to employ security forces with police powers (conservators of the peace) limited to protecting zoological park property, personnel, and visitors within park boundaries.

Validates all lawful actions taken by forest preserve districts or zoological societies in counties of 3,000,000 or more between August 13, 1978 and the effective date of this act in exercising the authorized police powers.

Permits zoological parks to charge admission fees, with proceeds devoted exclusively to park operation and maintenance, while requiring free public access equivalent to at least one day per seven days the park is open and free admission for all school children.

Becomes effective upon becoming law.
