Increases income eligibility threshold for child care assistance to 200% of federal poverty level starting in fiscal year 2014, up from 185% in fiscal year 2008.

Establishes a tiered co-payment scale beginning fiscal year 2014: 3% of income up to 100% of federal poverty level; 7% of income between 100-150% of poverty level; and 12% of income between 150-200% of poverty level.

Requires Department of Human Services to adjust co-payment scales annually at the beginning of each fiscal year to reflect updates to federal poverty level guidelines.

Sets maximum co-payment of $1 per week for families earning no more than 50% of the federal poverty level.

Removes requirement for Department to develop a revised co-payment plan by February 1, 2008, in consultation with Child Care and Development Advisory Council.
