IL SB2317

Allows developmentally disabled care facilities to request extensions on quarterly assessment payments if the state has failed to reimburse them for services rendered.

Requires facilities to pay the assessment within 30 days of receiving reimbursement from the Department of Healthcare and Family Services for the quarter in which the assessment was levied.

Prohibits the Department from denying a payment delay request if the facility has not been paid for services provided during the quarter for which the assessment is due.

Maintains existing penalty provisions of 5% monthly on unpaid installments (capped at 100% of the installment) for facilities that fail to pay even with approved extensions, unless the Department waives penalties for reasonable cause.

Takes effect immediately upon becoming law.
