SB2330 - Business Jumpstart Act

• Establishes "Business Jumpstart" program administered by Department of Employment Security to provide employers with pre-screened job candidates for on-the-job training with wage support, prioritizing veterans, unemployed individuals with exhausted benefits, and young adults.

• Authorizes Department to collect fees of $500-$1,000 from all employers with 2 or more employees, deposited into the 21st Century Workforce Investment Fund to support Business Jumpstart and related workforce development programs.

• Designates Department of Employment Security as lead agency administering the 21st Century Workforce Investment Fund, replacing Department of Commerce and Economic Opportunity in that role.

• Requires Department to select non-profit or governmental third-party intermediaries with community presence and job readiness capabilities to coordinate service delivery and serve as employer of record during training period.

• Effective immediately upon becoming law.
