Amends the Property Tax Extension Limitation Law to allow school boards to exclude fire prevention and safety extensions from the district's aggregate extension limit.

Requires voter approval through a referendum at a regular election before a school board may implement the exemption, with a majority vote required.

Exemption applies to extensions for fire prevention and safety purposes under Section 17-2.11 of the School Code and to principal and interest payments on related bonds or bond refundings.

School board must certify the referendum question to the election authority using a substantially prescribed ballot form that specifies the levy year and subsequent years covered by the exemption.

Takes effect immediately upon becoming law.
