• Amends the Wildlife Code to clarify that "pure water" is excluded from the definition of "bait" for both wild turkey and deer hunting, allowing hunters to use water without violating baiting prohibitions.

• Modifies baiting restrictions in Section 2.11 (wild turkey hunting) to explicitly exempt pure water from the materials considered as bait that attract or lure turkeys.

• Modifies baiting restrictions in Section 2.26 (deer hunting) to explicitly exempt pure water from the materials considered as bait that attract or lure white-tailed deer.

• Maintains existing definitions and enforcement of baiting prohibitions for all other materials, including food, salt, minerals, and other products that can be ingested.
