Expands on-bill financing programs for electric and gas utilities serving over 100,000 customers to include multifamily residential and mixed-use buildings with no more than 50 residential units, effective December 31, 2013.

Defines "small commercial customer" for electric utilities as those with peak demand under 100 kilowatts (for utilities serving over 3,000,000 customers) or under 150 kilowatts (for smaller utilities), with authority for utilities to petition the Commission to revise these thresholds.

Limits per-site loans to $150,000 maximum and caps total outstanding program financing at $2.5 million per utility or utility holding company, though utilities may petition for increases.

Requires electric and gas utilities to coordinate on-bill financing programs so multifamily building owners can submit a single application for both gas and electric energy efficiency measures.

Requires utilities to submit informational filings to the Commission within 120 days describing implementation plans and coordination efforts, with programs to be operational by December 31, 2013.
