Reduces excessive speeding threshold from 30 mph to 26 mph above the legal speed limit for classification as a serious traffic violation under Section 1-187.001.

Establishes 70 mph maximum speed limit on interstate highways outside Cook, DuPage, Kane, Lake, McHenry, and Will counties, while maintaining 65 mph on other multi-lane divided highways and 55 mph on other roads.

Allows Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties to adopt ordinances setting lower speed limits than the state limits established in the act.

Reduces criminal penalties for excessive speeding: Class B misdemeanor for 26-34 mph over the limit (previously 31-39 mph) and Class A misdemeanor for 35 mph or more over the limit (previously 40 mph or more).

Permits Illinois State Toll Highway Authority to set speed limits conforming to Section 11-601 restrictions, allowing flexibility in speed limit adjustments for toll highways.
