Raises the threshold for small architectural, engineering, and land surveying contracts from $25,000 to $50,000, exempting contracts below this amount from qualifications-based selection requirements.

Adds certification procedures for businesses contracting with public community colleges under the Public Community College Act to verify they are legitimately classified as minority-owned businesses.

Requires political subdivisions funded primarily by State appropriations or bond proceeds to use the State's qualifications-based selection process for architectural, engineering, and land surveying services, rather than the standard local procurement process.

Permits political subdivisions to establish and maintain affirmative action contracting goals for minorities, women, and small business set-asides through ordinance or rule.

Requires community college boards to designate a point of contact for minority and female-owned businesses, adopt contracting goals by March 1, 2014, and report on contracts awarded to these businesses by January 1, 2017.
