IL SB2372

Creates the Taxpayer Transparency Act requiring bills making appropriations from the General Revenue Fund to be publicly available on the General Assembly's Internet website for at least 4 calendar days before final passage in either chamber.

Prohibits consideration for final passage of any appropriations bill unless a copy in its final form has been made conveniently available to the public on the General Assembly website.

Exempts amendments and conference committee reports that make only technical or non-substantive changes from the 4-day public availability requirement.

Exempts supplemental appropriations from the public availability requirement.

Takes effect immediately upon becoming law.
